Drug and alcohol testing dynamics are evolving, with no slowdown in clearinghouse data and alternative testing methods on the horizon. Questions persist about rating motor carriers within the CSA framework and determining accident preventability. Despite discussions on key bills like the Highway Accident Fairness Act of 2023 and the REAL Trucking Act in Congress, progress may stall due to the upcoming election year. Transitioning to zero-emission vehicles faces hurdles like high costs and weight considerations.
